Hello,
It is possible to present Learner modules and My Plan eLearning content to NON-registered users.
- Open the Learner > Configuration tab (your Manager Profile must have appropriate permissions)
- Assign "Access and Tracking" to a specific User Account.
This allows a non-registered user to access My Plan and whatever content the Assigned User has been assigned (depending on their associated roles, etc). The Assigned User could be an actual user, or just an account set up to be a proxy. Reports will show all utilization under the Assigned User's Account.
You also need to make certain the Learner module (and page) have access to all users.
